It was built in 1910 on the orders of Porfirio Díaz. It is the work of the architect Guillermo de Heredia, and the sculptures of the Italian Alessandro Lazzerini. It is built with Carrara marble. In its place was the Moorish kiosk that was transferred to the Santa María la Ribera neighborhood of Mexico City.

Made as an honorary column topped with a statue of Winged Victory holding a laurel wreath and a broken chain of three links, this column rises in turn on a stepped pedestal completed by different statues and allegorical inscriptions to the independence of Mexico.

Inside it houses various stages and rooms for the practice and exhibition of works. The Palace of Fine Arts Museum and the National Architecture Museum are housed inside, the first permanently exhibiting 17 mural works by seven national artists executed from 1928 to 1963, including Diego Rivera, David Alfaro Siqueiros and José Clemente Orozco, being the oldest in the country dedicated to the national plastic production. It also hosts the National Symphony Orchestra, the National Opera Company (Opera of Fine Arts), the National Dance Company and the Mexican Folkloric Ballet of Amalia Hernández.
