Cybersecurity Laws Expected Soon

Businesses will get legal guidelines this year on how to secure their pieces of cyberspace, but lawmakers are not giving details yet.

Forthcoming cybersecurity legislation will be "meaningful regulatory approach to securing private-sector critical infrastructure" says Representative Adam Putnam (R-Florida), who chairs a Congressional subcommittee dealing with cybersecurity.

Because many members of Congress do not seem to recognize the potential threat of cyber attacks, the law Putnam has in mind will not be as wide-ranging as the Sarbanes-Oxley Act of 2002, which governs accounting procedures at public companies.

The problem highlights the need for enterprises to understand the functional behavior of existing networked business applications and specifically to inventory their port usage. The Blaster worm took advantage of the underlying behavior of networked applications to enable its rapid spread. Many other viruses and worms rely on similar vectors of infection. This behavior is based on the underlying common protocol used by all Internet applications as well as those running on most modern corporate networks. This protocol, TCP/IP, transmits data by encapsulating it in an electronic envelope. The envelope bears an address that networks and computers use to route and process it. Just as regular mail addresses can be broken down into functional parts (e.g., street number, street, city and state) so can the TCP/IP address. Zone Labs Patched Free Firewall
A spokeswoman for firewall manufacturer Zone Labs said the company has reconsidered a previous decision and will upgrade its free ZoneAlarm firewall software to address a vulnerability found last year.

A patch to the free version of ZoneAlarm was issued within two weeks of that finding, the company said. Earlier that week, company executives characterized the difficulty of exploiting the hole as "the equivalent of hacker brain surgery" and said the cost to upgrade a free product would be prohibitive.
